I wonder if this will increase the use of Heir to the Iron Throne (QoD) and not using mil chalenges? ive got a burn deck that uses this theme. may have to give it a bash

Restrictive conditions, but the effective is certainly powerful enough to justify them.
If it weren't for the summer restriction I could see Greyjoy splashing this. Summer raiders ftw!

The big difference is the end of phase part. But I assume sooner then later that will be errate most effects like this aren't permanent.

Well, yes, obviously, but still, I don't think any GJ player would want to splash Slaver's Bay, when they have access to Nagga's Hill, which is in-House and doesn't have that many restrictions. Unless we are talking about GJ / Targ Summer Alliance deck or something similar :P

And I don't believe we will see such errata, Slaver's Bay is fine. It is a strong card, arguably better than Nagga's Hill, but both share same problem - you are relying on your opponent having some useful non-uniques in his discard pile.
Hence my assertion above that Slaver's Bay will be nice for melee. Much easier to find a good non unique when rummaging through 3 discard piles.
Let's not be picky... play Slaver's Bay (FaI) & Nagga's Hill (ODG) with some GJ mill &
Magister Illyrio (VM)
