Can this character do a combo with Val???

How do you mean? Discarding a card from your hand for this is a cost. Val's discard is the resolution of an effect. You cannot use the resolution of an effect to pay for the cost of another effect.

Another way to put it.
This opens an action window. Val's effect opens an action window. You cannot open an action window in the middle of an already opened action window.
