Although I doubt this will see much play, I can see some interesting uses for it. Tears of lys after defenders are declared to give surprise deadly. Sun stroke after your opponent attacks with 4+ str to choose a character to die. Milk of the poppy half way through a challenge to remove deadly and other challenge based abilities. And there's the ability to play the black raven outside of marshalling to counter white raven or potentially make it summer before the first draw phase
Is it nominal cost (which includes OOH penalty) or printed cost? Has there been a ruling on that?

A "ruling" is not necessary. You are putting it into play, which has always bypassed OOH costs.
I like the idea of discarding 1 card to put a Demon's Dance into play on a character, then discarding another card to stick a Black Raven in to make it Summer...
I prefer just paying two gold to do that rather than discarding two cards ;).

Favourite potential out of house use: a surprise scaling ladder which can be followed up by a vat of wildfire for more permanent pain
I like the idea of a surprise War Scorpion myself.
Yeah, it was the surprise element I was looking at...
