Could this be put into play with the Limited Response on First Mate (SB) ? Kinda like how Manning the City Walls (CD) works for an army with the Shadows crest?

It could be put into play from your hand or discard pile, but not from Shadows.

Right, so it would be put into play...not marshalled into shadows. So you'd be able to trigger the passive, to return it to shadows from play, but not the response...until that is you bring it back out of shadows.

Yes. First Mate (SB) could put this card directly into play with it's Limited Response from your hand or discard pile. At this time you could not trigger Grey Ghost's Response because it didn't come out of shadows. Grey Ghost's passive would then activate if you win an unopposed challenge, "returning" it to Shadows, etc.
