Does kneeling the influence or paying 1 gold negate the cost of the card being brought out of shadows?

Yes. The 1 gold/influence is the cost of the ability - which brings a card (with the required trait) out of shadows.

So long as you can pay the cost, yes.

No. 0 cost is to bring the card out of shadows during the regular shadows window at the beginning of each phase. You must pay 1 cost regardless as this is part of Selmy's ability. You are paying 1 cost to bring it out of shadows at any point during the challenges phase wether that card's cost is 0, 1 or even 6.

Does Selmy's ability trigger abilities based on "comes out of shadows"? As in is there a distinction similar to the "put into play" vs "play"?
So 'bring out of shadows' is a separate mechanic from put into play and play. Ordinarily you may only bring one card out of shadows at the beginning of each phase, unless a card's text allows you trigger it such as Selmy. His ability is a triggered effect and can be triggered at any time in the challenges phase.
For example, here is an interesting combo I like to use in my Kingsguard deck:
Use Ser Preston Greenfield to return Ser Boros Blout to shadows. Then use Ser Barristan Selmy to bring him back out of shadows, you get a tasty +1 str on each character, then trigger Ser Arys Oakheart to stand a character you control.

It is worth noting you cannot trigger any effects that are a response off put into play or play, as the game mechanic is coming out of shadows.

Where can I find an official ruling on Ser Barristan's ability. My wife believes that the one gold pays for the ability to bring a Kingguard/Queensguard character out of shadows at a time that it normally can not, however, the out of shadow cost for the character must still be payed in addition to the one gold to allow the card to come out of shadows. I, however, believe that his ability pays the out of shadow cost. Can someone point us to an official ruling from a Judge about how this card is played.

Selmy's ability bypasses the normal coming out of shadows action and his cost replaces the normal costs of bringing a card out of shadows. Compare it to young griff for example, his abilty allows you to reveal another card from shadows, however the ability specifies that you must pay its normal shadows cost.
