Wow... just wow. For 2 gold you can completely nullify an atacking stark player from scoring power via siege or put characters into challenges they were specifically balanced to not be a part of :P thank goodness this will rarely happen more than 3 times a game.

If I am reading the card correctly, Double Bluff doesn't change the challenge type, it changes the effect of winning the challenege. If Stark (running Seige) initiates a Military challenge and someone plays Double Bluff (changing the effect of winning to that of an Intrigue challenege), then the Stark player is still performing a Military challenge (and still gets power for winning), but the opponent will just have to discard a card instead of killing a character.

Re-read and yes, it looks like you are correct. not quite as crazy as I first thought but I can still see this being annoying. (certainly not an auto include though...)
I have a small doubt...
If I have no defenders to declare can I still play the card?
Yes, declaring no defenders is still declaring defenders. After the framework action for assigning stealth and declaring defenders you're able to play this card.
