I assume OP is talking about setup. While Increased Levy has the Setup keyword, an HoD location is not in play nor is it being played during setup. House of Dreams states:
Since your HoD location "starts the game in play," it is not in play yet during the setup phase. This makes it an illegal target for an attachment with the setup keyword during the setup phase.
