i run the siege agenda all the time, and win dominance all the time. would the agenda cancel out the plot card?
You are over thinking it just relax and play with the cards as they were meant to be played.
That is correct, but in addition to claim that may include prized characters, remember that this also includes responses during a military challenge such as No Quarter (i.e. you target a prized character).
Here's how I'm proposing to run this agenda in a game later this week:
1. After winning a Military challenge as attacker OR defender (see card text), 2 power claimed if plot card claim value is 1. If claim value is more than 1 for whatever reason, add 1 to power claimed. (E.G. plot claim 2 = 3 power claimed).
2. Power for House from unopposed challenges may be claimed for Military only.
3. Power claimed for renown unaffected on all challenge types.
4. Normal claim for Military and Intrigue challenges unaffected (i.e. kills, card discards).
5. Normal claim for Power challenges IS affected. Power is moved from opponent's House card to common power pool, not your House.
6. Additional power claims for your House triggered through card effects are legitimate only during Military challenges.
I'm sure there'll be some disagreement over this, but until there's official clarification about how exactly this card should be interpreted players are just gonna have to agree before a game starts!
Should add: 7. Power not claimed for House if dominance is won.
@Magnus: Your first point has no bearing on the rules of the card whatsoever. You may get someone to agree to it, but to be clear it'd be a house rule and not what the card's intended to do (also not sure why anyone would alter the rules in this way). I have no idea why plot claim is entering into your analysis here.
I don't understand the confusion. Siege of Winterfell is one of the easiest Agendas to get your head around.

There is still a problem with power, though. The card explicitly states that "you cannot claim power for your House except during Military challenges". This immediately causes problems with (i) normal claim for winning Power challenges, (ii) claiming power for unopposed Intrigue and Power challenges, (iii) claiming power for winning dominance, and (iv) power claimed as the result of triggered card effects unless they relate to Military challenges. Power for renown isn't an issue as it isn't claimed directly for your House.
I think something to keep in mind is this card has been discussed plenty of times and even parts discussed in the FAQ. im pretty sure you will see in the FAQ it states that "claiming" power is any time you generate power that is not already in the game

The claim on the plot has nothing to do with how much power is gained, you win a military challenge you gain two power (3 if unnaposed, 4 if unaposed and you oppose the player (for melee games))

5. Normal claim for Power challenges IS affected. Power is moved from opponent's House card to common power pool, not your House. No this is not correct the FAQ states that when you win a power challenge you are classed as "moving" power from your opponents house card to you own
6. Additional power claims for your House triggered through card effects are legitimate only during Military challenges. correct
Difference between "claiming" and "moving" power clears the matter up. Always worth exploring the nuances of the game (exhaustively if necessary) to get some clarity and perspective. I've left siege decks well alone until recently - but now Winter is coming! :-)
I can't believe people are still on this topic.
I've been running a siege deck for some time, and i have to explain it to every different player I come across. Every. Single. One.
Here is am building a deck in 2021 and i had to check out the rulings specifically because it wasn't clear to me either, lol... Thanks for all the comments!
