Auto include for my Night's Watch deck!
Wouldn't you rather have another character? Or anything else?
i don't understand, if it is unique, why the need to put "limit one per house card"?

Inconsistency and Redundancy. The same reason they add "cannot be saved" to some costs such as Arya Stark (tHoBaW) but not to others, such as Summer Sea (QoD). In either case, the card cannot be saved from the cost, but for whatever reason they felt the need to include "cannot be saved" on one and not the other. Similarly, making this attachment unique and including the restriction "limit 1 per house" is redundant.
Unless another player would want to attach his Formal Petition to your house card.

But "Attach to your House card" prevents that already.
@Craxius: So that you can attach additional copies as duplicates.

But a duplicate is attched to that card, not to the house card

And? The unique flag and "Limit 1 per House card" text are only redundant if you look at the play restrictions. There are card effects that make it matter i.e.
Dragon Thief (AE) or using duplicates.
