If the response of this card is activated and the controller chooses an attachment with the "unique house x only charcters" limitation is the attachment discarded from play ?...I thought the controller cannot take control of that attachment since he cannot attach it to any of his characters...because of the word "and" and not "then" in its text...

The 'take control' part and 'attach to a card of your choice' part are separate ideas. You can trigger this crown and take control of it, while leaving it attached to the same character if you so choose. For example, you are playing against stark and use this crown on starks Grey Wind attachment, leaving the wolf attached to one of his guys since you have no characters it can attach to (because you have no stark characters in play). What happens though is that Grey Wind is YOUR attachment, so you get to decide if or when to kneel the wolf and kill a character with str 1 or lower. You can even use it to kill one of the stark characters!

So Compelled by the Rock (CtB) is banned... and this is still floating around? Ok, it is an attachment so quite hateable, but still. Is it just me?

They've said that attachment manipulation is a Targaryen thing. CbtR may not be overpowered, they just don't want it in Lannister's wheelhouse.

While seemingly silly, there is no rule that says you can't have both seasons active at once. And since cards don't do more than they say, there is no way for them to cancel each other out. It would simply (lol) be summer and winter at the same time.

Now, what happens when you choose your own attachment you already control? Do you then have the ability to move that attachment?

Eric's answer above more or less addresses this. Since there is no conditional 'then' in the card text you can move an attachment you already control.

Cheers. I usually run crown of meereen. I though of comboing this will blood magic ritual, moving ritual to an opponents character and then using a discard attachment effect.
