Dragon Chaser (SB) can be played out of Greyjoy as well as Targ
But I guess that want to make Ambush keyword almost Targ exclusive - since it is the Targ keyword. The only exceptions I know of is Jaqen H'ghar and Dragon Chaser which both are pretty special cases. But that only explains it for the sword, not the villa... maybe to avoid confusion that might make people think it was Targ only. But seems pretty far-fetched.
