Deadly on a card with Intrigue and Power icons, as well as a potentially useful ability, is a great thing.
I actually quite like the card also, it seems like a targ shadows deck has the potential to be pretty solid now. My only problem with any shadows deck which needs to keep stuff in shadows is The King's Law (KotStorm). It can really wreck a big gold investment. And now that Robert Baratheon (TTotH) is getting big in combo with maester stuff it seems like the plot is even more common.
I agree about the risk of King's Law. However, since you have until the end of the marshalling phase, I guess you would probably mitigate how much you get screwed by: 1) not marshalling any new shadows cards that turn (of course); and 2) bringing out one of your cards at the beginning of the marshalling phase after KL makes its appearance. Still would hurt, but how common is it for even a Shadows-heavy deck to be able to have more than 2 or 3 cards in Shadows at once? (That's not rhetorical - I haven't played much w/Shadows but am interested in learning more about how it actually plays out, since I'm starting to look into using it w/Stark and Targ)
You can't imagine how happy I was when I discovered tat opponent's shadows also powered their ability. :D
