This card can be good in lights of new errata for Maester agenda. Now we have opportunity to gather all chains needed for combo on printed maester than return everything to hand and play combo in old style on Robert, Joeffrey or Killer. 'Additionally to this we get 1 additional card. I don't see this card outside of mentioned combo.

Can this be used a emergency save? Say I lose a military challenge and I'm about to sacrifice a chump, then the claim gets boosted by something..probably Stark related. Can I drop thighs is and return a Maester to hand to avoid them dying?
Sadly not, as it requires a player action window, so the current action (framework action of resolving a Military challenge in your example) would have to fully resolve before.
If they were your only character and you knew they would die, you could do it during the challenge before it resolves however, in the player windows available before defenders are declared, and the one after defenders are declared.
