Very strong support for intigue decks especially for Lannister with new agenda
The Power Behind the Throne (LotR) or any maester build. The Conclave (CbtC) will love this card. Lannister with Maester Creylen (FtC) and
Shadow Politics (CoS) got more speed to claim power.
Shoulda called it "The Power of Books" or something similar.

Just noticed something, and please correct me if I'm wrong - it seems the claim raise is independent of the presence of a character with a Learned crest?

It is lacking a linking clause, so the claim for intrigue challenges is always raised?
