Last chain attachment in the cycle. Finally thay gave one missing thing for maesters draw! It is one of three chain attachemnts which are powerfull and requires bow as a cost (Gold Link (TIoR) and Lead Link (CbtC)). Draw is so needed in every deck that I'm pretty sure it will be used very often as alternative for Pyromancer's Cache (TWot5K) or Tommen Baratheon (SA) as both cost 3 used out of house.

For limit once per phase abilities like this, does that mean the effect overall can only be triggered once per phase, or that this card alone cannot be used more than once (namely with a standing effect).

Basically, if I have 2 different characters with 2 different Valyrian Steel Links, could I kneel them both for their draw on the same phase? Or does the restriction blanket the entire effect?

Cards triggered from out of play have limits which are considered to apply to all cards of that name. An example here would be Die by the Sword.

Cards triggered from IN play are considered to have limits which apply only to that card. This category is where Val Steel Link fits--you can trigger each copy you have in play once per phase.

Exception being cards that are triggered while in play, but the limited effect sends it out of play. Like the new Ser Preston if he sends himself to shadows. Or Moon boy. In those cases, the limit applies to all copies of those cards.
