From what I remember seeing, this is considered a passive effect - since it has a point of initiation - and will therefore happen AFTER the currently revealed plots are handled and you move on to Step 4 (Passives), which is where other things like Bay of Ice and Golden Tooth Mines would activate.
Plots are put in the used pile immediately upon a new plot being revealed. However, in the plot phase, the rules say that you have to count initiative, choose the first player and resolve all "when revealed" plot effects before any other passives to revealing plots (or a plot moving to the used pile since those two things happen at the same time).
So, Valar's "when revealed" will always resolve before you can get your heir, who will therefore be safe from Valar.

With <Aloof and Apart>, does it mean this plot trigger the aloof and apart reduce cost and I will therefore not be able to reduce the cost of the first unit (which was put in play by aloof and apart) during the marshaling following the effect of this plot?
This plot card allows you to "put a card into play", which isn't the same as "playing a card" by paying any necessary costs, so this doesn't affect Aloof and Apart.
I don't believe so, as this plot says put into play, while Aloof and Apart is a cost reduction on play.
I believe you could, because the "s" adds 2 to the printed cost of the card, and "putting into play" allows you to skip putting the card into Shadows.
The "printed cost" of an sX Shadow card is always X+2. Check the Shadows rules for details. So yes, this effect could be used to put an s2 (or more) non-Army character directly into play.
