If I draw 3 cards for this effect, and have not drawn any otherwise this round, will I still be able to draw up to 3 more after the effect?  Or is it just during the effect that the draw cap is ignored? 

The draw cap is only ignored for this effect, but keep in mind that any cards you draw through this effect are counted towards any subsequent draws that round. So if this effect allows you to draw 5 or more cards, you won't be able to draw any further cards for the round.

If this effect "ignores the draw cap", then why would the cards count at all towards the draw cap?

Perhaps I have misinterpreted the text, but I understand it as for this effect, you can draw cards while ignoring the draw cap but that these cards would still be considered as having been "drawn" afterwards, so that if there was an opportunity to draw further cards, you would not be able to if you already reached the draw cap.

Remember that the draw cap says you can only draw 3 card by card effects each round. So effectively, as part of the play restrictions for each draw effect, you ask, "How many cards have I drawn so far this round?" By ignoring the draw cap, this card ignores that play restriction and never asks that question. But that doesn't make the cards you drew for it "invisible" to the next draw effect that comes along -- and does ask the question.

Awesome! Thanks!  I was pretty sure that this would be the answer, but thought it couldn't hurt to ask.  I know it's going to come up in my local meta when the time comes lol.
