So the idea of the deck is to cycle your plot deck quite a bit. During this you will also be milling your opponent's deck and also gaining power through limited challenges and Jojen Reed (who will also be helping to mill the opponent's deck with the help of Raff the Sweetling and Winterfell Reserves). Ser Kyle and Arya are thrown into help take the hits for military challenges you may lose. Galbart is to help team up with Luwin once you start using your Citadel Laws. Formal Petition and Summer Tax helps you win with less power obviously.

This deck is currently untested but I plan on doing so of course.

I know the current build is susceptible to Burn and low strength character kill. I will tweak that as I go. I just want to see if the idea is somewhat viable.
I really like the idea of Winterfell Reserves (Core) reserves to cycle Citadel Law (MotA). I don't think you will discard you opponents deck fast enough to shut them down so i would look at either the city plots or other plots that give you effects when their used.
So I gave this a whirl. I jousted with a Baratheon wildling deck for I think about 8 rounds. I reused my plots alot and I also managed to empty the opponent's entire deck and locked him down on the same plot for 3 turns. Some choices of characters did not work out as planned and the deck has gone into more planning and reworking. I think the concept is very solid and should be able to be attained. I lost with no power on my house and none on characters so utter defeat there but conceptually it was a massive victory. (During the game I saw 0 Citadel Law and one Winterfell Reserves was motleyed and the other stolen. So I did not get a chance to see the combo in action but in theory it should still work. I will be posting a version two which is taking advantage of the River plots.

Be sure to read the comments on the various river plots as they can be a bit counter intuitive because of the timing structure. Also, which chains did u put onto your agenda?
I initially put all the chains I had in the deck, 3 brass and 2 tin. The newer version I am working on is going to have only 2 brass links, 1 tin link and 2 apprentice collars. I am thinking of only starting with one of each under the agenda. Though 5 I don't think is too much to get out I may be wrong.
@Slothgodfather thanks for the tip on looking into the rivers. I am now more aware of the moribund states and it may be used to an advantage in this deck for a few things, possibly.
u can only put one chain of each type on the deck...i would look at city plots for the cycle they are more powerful in general then river imo
Thanks forgot about the chain restriction on the agenda. Will remember that in future games.
Though now I am starting with a brass, tin and collar under the agenda.

With the plot acceleration I was looking to abuse the river plots a bit. During my game I was changing out my plots 2 to 3 times in a turn. This was allowing quite a bit of when revealed high jinx. The river plots double even that. I was also going to put Reed's Crannogmen (RotO) in the deck to ready Bran Stark (Core) an additional time through the use of it leaving play by using At the Palace of Sorrows (VM).

I will look at the City but I currently play them in my Baratheon Brotherhood and not many of them would be highly tool box enough for this deck I don't think. Maybe Secrets, Sin, Soldiers, and Spies. Hmmm.

One combo I was looking to try was first turn Bran Stark (Core) and The Inn of the Kneeling Man (FtC) with Feast or Famine (KotStorm) as first chosen plot then first Bran use for Under the Bridge of Dream (VD) then use Inn on Bran and third plot selection would be At the Gates (GotC). Giving me 11 gold first turn and a free Maester. That is just one combo idea.
So you play Raff only for Jojen? Wouldn't

be a nicer option here? in addition, Galbart doesn't work with Luwin :/
and the Inn is cool with Bran, but at first you have to make it summer/winter to use the inn.
I already had some thoughts on such a deck, too ;)
I would play
Marya Seaworth (KotStorm)
to stand Bran, you can reduce her cost with the Narrow Sea ;)

And instead of At the Gates, I wanted to cylce the plots, to use Manning the City Walls more often.

Thanks to SerJaime I made a couple tweaks to the deck and also made sure to be current with the new restricted list. The main focus of the deck is to discard your opponent's deck. I like the river plots and have put them to pretty good use.

I am also thinking about fitting in Flood Waters (ARotD) somewhere.

Thinking about removing a Brass Link, Apprentice Collar and the Oldtown Raven for x3 Flood Waters.

I don't own the new River plot Crossing the Ruby Ford (RotK) yet but might be something to look at. Also On Dagger Lake (VD) might be a good replacement for Before the Black Walls (VD), still haven't had a lot of success with that river plot.
