Just read a Martell/Rose post that gave props to this card. I'm wondering how people time this plot - when do you normally play it? Which factions/deck types would you say benefit most from it?
Decks that can get ahead quickly, and who are not crippled if it fails. You are essentially making a gambit, that your board state is better than your opponents. You want to be in a position where you essentially become approximately equal if you miss, or you have pretty much guaranteed the game if you hit. If you can hit Targ on turn 1 Noble Cause that was supposed to play Daenarys, and you have a good board position, you have just disrupted their entire turn and most of the game.
This plot is not for gold advantage, it is disruption. And it only works when you are ahead. So you need decks with good setups.

Nothing to do with anything, but this card has hands-down one of the best pieces of art in the game for me.
Livin' the dream at a store tournament today as I dropped Naval Superiority in the fourth turn, right when my opponent played Trading With The Pentoshi.
... there was much rejoicing.
You are awesome. I dropped one in a melee game on turn 1. Every other player played Noble Cause. I used Initiative and took Master of Coin, so no one else had anything. What followed was a 3v1 in which I annihilated them.
