There is a nice touch to this card. Since Samwell was responsible for Ravens, he has +1 reserve, which makes him take care of Raven when it comes back in dominance. You can even say he is preparing a place for Raven.
I think Sam is a bit too vulnerable. It's nice that he has Insight and +1 reserve, but he's only a 1 str monocon. In the core set environment he's particularly vulnerable to effects such as Plaza of Punishment, Grey Wind and Consolidation of Power. He's also likely to get killed during a Wildfire and will often be a candidate for military claim because of his challenge stats.
I personally think it would've been better if he was put in Waymar Royce's slot as 3-cost, 3-strength, Int icon and Insight. I also find it a little strange that Waymar was included in the core set rather than the first chapter pack cycle (like Will and possibly Gared) since he only appears in the prologue of the first book.
I don't think Sam had ever more power than that one Books and Series. Yes he is vulnerable and this is why there are other NW (Jon) to protect him
