More draw in Bara is always welcome.  Especially since the Newly-Made Lords will soon be discarding Red Keeps left, right and centre!

Totally underwhelmed if I am honest. If he also had: if participating and wins a challenge then the loser discards a card... then I would see the point in making space in my deck.

With the Red Keep, he is basically a 2-for-4 w/ Insight on the challenge Bara has the easiest time winning.  Without it, Bara still wins POW easy so Moon Boy is repeatable card draw without going out of your way to get it, and can serve as claim soak if you don't need cards.

Yes, the Insight keyword at 2 gold is what makes him shine.

Yeah, it's a decent card. In another House I might find it underwhelming but in Baratheon it makes sense. 

 

2-cost makes it easy to get on the board in either Setup or Marshaling. It's benefits help shore up Baratheon's weaknesses and it's downside is somewhat mitigated by Baratheon's strengths (you won't often lose a Power Challenge).
