This card is absolutely crazy - just more and more insanely effective, cheap and non-unique locations for Greyjoy - as if they needed any more help in that department. Even though it has 2 requirements (First Player and No Attachments) in the current meta, that is not hard to satisfy. Guess it's time to start running Noble Lineage and Bodyguard!
I wouldn't call 2 gold for a location "cheap" its about average, and yeah this card is good but without it GJ would start to seriously drop in effectiveness. As the pool expands and we get more efficient characters (allowing GJ's amount to have more possible defenders) and more characters with stealth (enter Syrion Forel) getting consistent unopposed challenges becomes harder and harder. If Greyjoy wants to keep doing what all of their good cards want them to do then they need more tools with which to do so.
