Immune to Naval too.
Because my role around here is to be "that guy" - This isn't "immune" to Naval Superiority as "immune" is defined in the game. It is, of course, not affected by Naval Superiority because it has neither the Kingdom nor the Edict trait, but that's not technically the same thing as "immune." After all, there could be some future ability that gives this plot the Kingdom or Edict trait, in which case it would be affected by Naval Superiority - unlike a plot that was actually "immune."
