Tyrell deck sets up the Arbor only, then plays this as plot 1. Seems a solid opening.

That said, with those stats, its good most of the time. Nice counter to First Snow and Wildfire (as long as you know you will win the tie/have ain initiative booster - its terrible vs Wildfire otherwise!)

This would be amazing if it wasn't an edict - it gets hit by naval and the cost of sacrificing a character and getting stumped by naval would be brutal!

It's a huge risk, for sure.  I think this might not be an ideal opener for that reason alone.  The negative effect might be decent for Stark though, depending on who is sacrificed and what will trigger off of a sacrifice.  Could bring the new Catelyn up in STR and bring you closer to winning when she claims that power too.

I think this is mainly good if you have a character you actually want to leave play for some reason. Without any combos as such, I would guess Calling the Banners is better most of the time.

Absolutely.  You can reveal any plot in your plot deck.  It isn't dependent on the plot being able to use it's "when revealed" ability.

Yeah if this said kill Martell would be on it like a viper on sand.
