So does/can the Forced +1 threat happen multiple times per round for a solo player?
ie. Resource phase==> 1 threat
then
exhaust King Under the Mountain ==> 2 threat
then
purchase gandalf, use response to draw 3 cards ==> 3 threat
and with multiple players, would those other players add to threat as well?
ie. Resource phase ==> 4 threat
then We are not idle ==> 5 threat

Yes, I believe that your interpretation is, sadly, correct on all counts (including the multi-player thing).
I've played it that way so far. In a four player game, he gets 4 threat just revealing from the deck.
