I have three questions about this card
You dont need to 'tap' the card. That symbol indicates 'Recuring Credits'. At the start of the runners turn, if he has less credits on the card than the number of recuring credits (2 in this case) he puts the maximum number on (2 in this case. There are never more than 2 credits on this card)
You can use these credits potentially at any time, but you may only use them for icebreakers as indicated on the card itself. And as aciebreakers are normaly only used during runs it would make most sense to use them during runs
You can use one credit and never use the other one if you want to. It's up to you how you distribute the recuring credits. You can even choose to not use them at all
So If you use one for an icebreaker for the first ice and another one for an icebreaker for the next ice, thats completely ok.
As stated above, at the start of the runners turn, recuring credits reappear. I usually just put two credit markers on the card and when used turn them over to the advancement side. Then, on the start of the game, I just flip them over again.
Keep in mind though that even though the creds are usually used during runs there are a few ways to use them outside of runs. For example, you can use them to set the strength of Atman, or to charge up Darwin at the start of your turn.
