It's not amazing, since it's yet another Code Gate that is completely dominated by Yog.0.

But for one extra credit rez cost you get a slightly stronger alternative to Enigma. It's slightly stronger as the first subroutine can't be ignored on a 4th click run (or after spending clicks on bioroids in front of it). Plus its arguably a slightly better surprise early game to make the runner lose two credits instead of a click.
Basically a Tollbooth for those who don't have the economy or influence for it. Sadly, the money drain isn't a guarantee unless there is no decoder out there.

How this stacks up against Enigma depends on the deck you're playing. Super early game I'd agree that costing them two creds is more disruptive to tempo than costing them a click. By mid-to-late game both are probably useless. I think the points to consider when deciding are that 1 more rez cost is not nothing and it's generally unwise to try to match the runner 1:1 on credits, and that there are certainly decks where the runner can't/shouldn't be running fourth click and thereby can't ignore that sub on Enigma.
