Lose a tick one turn to gain it later, could be amazing when planning a a big turn. Not unique so you could have a few up. Pretty cool overall.

Some things you can do with an extra tick on the right turn

-You could sneak out an extra Notoriety after meeting the conditions.
-Take advantage of a card like Sneak Door Beta multiple times before they have a chance to put down an answer to it.
-Run at far more servers than he was prepared for making them spread themselves thin (Which goes well with Doppelganger.)

Since it does not give you a true extra action, just moves the one you take around this will never be a great card, but I put it as a solid 3 because there are decks that can make really good use of it.
Don't forget Aesop loves zero cost cards.
All-nighter + rabbit hole + diesel thins out shaper's deck. Notoriety definitely got a boost as a strategy.
Also I love this card just because it is another card where I can yell out DIESEL GIVES YOU FLAMES!!! during a match.

It's a decent card, but I'm not enamored with it. The cost is not terribly favorable - it is one click to install and one click to activate, but you also have to add in the click cost to draw. You're basically paying two clicks now for one extra click later.

In the right circumstances, I can see it being favorable; particularly for a virus-based strategy where you have a Medium loaded up and can go to town on R&D. Likewise if you've been able to Emergency Shutdown a critical part of the Corp's defense and have a window of opportunity before replacement ice goes up. But by and large, the cost of the card seems high, and I'm not sure I would be able to find a slot for it in a lot of Runner decks.

This card is a great option versus HB.

The extra click for breaking HB ice could make or break getting into a server or taking a brain damage.

Specially useful versus cheated ice with bioroid efficiency (I'm looking at you Heimdall 2.0!)
I was thinking about throwing this in an Andromeda deck. The way I see it, the only cost to delaying a click is the card it is on. Andromeda can lay 1 or 2 of these down first turn at no "card cost".
