This has me all hot and bothered.

It makes a HB fast advance strategy viable. You can combo this with a Biotic Labor so you can score it in only 2 turns, giving the runner only one chance at it. Once you have one of these in play then you can again score the next one in only 2 turns and end up with 5 clicks after your draw each turn!!! You could even make a true fast advance deck by adding San San City Grid to a HB deck. Crazy.

If the runner steals this, does he gain the extra click? Or do runners only use card text on an agenda if it says 'When you steal'? This might be a noob question, but Im quite new to the game and awating my first game tomorrow

Runners only get the points from agenda cards, no effects.

Not quite right, as above if there is a when you steal this ability they will get that, not sure if there are any yet though.
