Bad Publicity that can only be removed via another current or the scoring of an Agenda. Nice.

Extends Bad Pub strategies outside of Valencia with very little effort. Blackmail can now come from anywhere for very little cost. Loves Same Old Thing.

I'd be interested to know why they've suddenly decided to up the power level of runner currents after years of providing cards that ranged from utter trash tier to mediocre at best.

It is indeed a nice effect with decent price and costs influence for everybody - Criminals may again roam breaker-free bypassing, DDoS-ing, blackmailing, sneakdoor-ing etc. Seems like the fit for Tenma, with his additional influence and love for run events.

Maybe they had an office meeting and recognized this fact. Just like the neutral upgrades which appeared out of nowhere in Lunar cycle.

But the thing is, I heard Lukas say many times in interviews that it was a conscious decision to have a power disparity between corp and runner currents that favoured the former. I'm just curious as to why it's been decided that this design path should be abandoned.

Does this trigger Raymond Flint when this is played?

Raymond Flint text says: "Whenever the Corp takes at least 1 bad publicity...."

This card says:

"The corp has 1 additional bad publicity (even if they had 0)."

So I don't know if it would trigger Raymond.

It does not trigger Raymond. The same way that adding an agenda to your score area is not the same as stealing an agenda, having bad publicity is separate to taking bad publicity. Wording is everything.
