As I mentioned on Palana Foods' card page, Harvester plays a role in some sort of hyper-draw decks, where you want the runner to empty his stack as fast as possible, denying him cards to draw up in the late game.
It might also be nice in a Chronos Protocol deck, as the subroutines force the runner to maximize his grip quality by filtering. So your snipes will become even more crucial.
Cool effect, but yet another strength-3 Code Gate . . . sure, it's just a little harder to get Yog.0 into your deck these days, so tutoring it is a little more important.
The Runner can also just choose to break only 1 of the subs to customize the draw.
Doesn't this ice shoot you in the foot as a Corp? Early in the game it actually helps the Runner (even if you are playing Chronos) and late it is easily breakable, sitting on 3 strength.
Especially with Faust everywhere these days this is like comitting public suicide - Faust takes 2 cards to break one subroutine and 3 for both, so if you are on less than 3, you just let it trigger, if you are on 3 or more you can break 1 subroutine, then refill your hand for the next ice/run, while searching for Wyldside/Pancakes. Also doesn't combo much with brain damage. Until there are more cards like Sweeps Week, this is just weird.
Hadn't thought about it, but this might be dangerous on a Valley Grid server, as it's one of the very few ways (maybe the only way) the Corp can force the Runner to check hand size mid-run.
Practical? Probably not, but there's at least something there.
