4 rez cost screams Breaker Bay Grid or New Construction's upgraded advancement bonus. Given enough time, this becomes a fast-advance tool for Casting Call or public agendas.

"Given enough time" is exactly what you don't want in fast advance. Its considerable cost in relation to both rezzing and using the card, coupled with the slow accumulation of tokens means that we have a schizophrenic card that seems to actively hinder its implicit purpose - better enabling Weyland rush decks. Yet another disappointment for Weyland.

Perhaps I've misunderstood the term 'fast advance', but doesn't it simply mean that agendas can be scored out of hand? Doesn't matter to me if that happens in 5 or 15 minutes.

Agendas can indeed be scored out of hand, however effective FA decks do this with minimal to no set up in order to maximise the impact. The fact that this card has the stipulation that the advanced card needs to be face up, and all face up agendas are 4/2 at a minimum, means that you need to have this sitting on the board, rezzed, for a full turn, before using it to fast advance on your next turn, at a cost of 4 to rez, 4 to get the tokens off, and 2 more to advance the agenda normally. If you want to use Casting Call to get an Atlas out it removes the need to telegraph to your opponent "I am going to fast advance next go, so do what you can to trash this card," but you now have a three card combo, which is less effective than the two card Biotic or SanSan City Grid.

Does it allow for fast advance within Weyland? Sure. However in my opinion it does not do so in a particularly elegant way.

Edit: Forgot Underway Renovation - a 3/1 - but who would play that, even in a fast advance deck?

Well, it's a nice token feeder for Trick of Light, without any restriction on which cards ToL uses.

Could also work in a Death-by-Ronin deck, since you'd just rez the Ronin and pay a hefty sum to advance it. Solves time issues there, especially for double-Ronin . . .

That's not to be taken as an endorsement of the card. It's not easy to protect once the Runner figures out what you are up to.

If it were an upgrade, it'd be brilliant. If it had a trash effect that let the Corp do something with some of the tokens, it'd be brilliant.

You love janky combos and have criminal amount of credits? You want to do something stupid with a pile of cards that have little to no connection? I have just the thing for you.

Let's say Mumbad ConCo. already has 3 advancement tokens on it. Not that hard to achieve, especially if there is a Public Support ticking in another server ot the Runner seems to be afraid of running. You have at least 20 credits at the start of your turn and these cards in hand - 2xDedication Ceremony, Casting Call, Government Takeover. Yes, that is about to happen.

Go for Casting Call the Takeover, play those Dedications on Mumbad Construction Co., reaching 9 advancements, and then just transfer them to the Takeover, scoring it in a single turn. Or watch Clot hit the table and cry. Seems worth it.
