No ICE. However, building some drip economy (PAD/Launch Campaign) while simultaneously advancing an Agenda is certainly nice.
Gagarin loves this - spam that drip economy while trying to score.

Click 2: advance New Construction, install a Dedicated Response Team
Click 3: advance New Construction, install a Dedicated Response Team
Play this in Argus Security to make it even worse. You need something like Contract Killer or Snatch and Grab, though. Film Critic is nasty.
You will need more like a Councilman effect for the Corp - "trash: after the Runner installs a Connection pay the install cost of that connection to return that Connection to the Runner's grip. The Runner can't install resources named as the returned card until the end of his turn". With better wording, of course.
