If this were an HB card, maybe (at a long shot) Cerebral Imaging or (at an even longer shot) Cybernetics would play it. In NBN - the corp with the best agendas in the whole game - this card is destined for entombment in ye olde binder.

If this were 4 increased hand size and 3/5, it would be a somewhat decent 3-pointer, which NBN is lacking.

I like your thinking, but I'm inclined to think an increase of 4 would be too much. That's a Cybernetics Court that the runner can never trash. Potent multi-access is one of the few tools the runner has to stop the Astrotrain, and this would massively dilute that potency. With that said, if you're playing a fast advance deck you're probably not much interested in 3/5s no matter what the ability. It would be interesting to have your idea play-tested, but my gut tells me it has the potential to be overpowered.
