Meh, I don't like it. Far too passive.
A good target for Exchange of Information, it would seem.
Simply let the Runner jank the resources to score this guy, then take him away.

Yes it takes setup. Yes it's a combo. But with no 'limit 1 per deck' that's six points! There's not that many combos out there that can promise six points.
The funny thing about it is that it basically turns the Runner into the Corp. You're throwing down the gauntlet and saying: Can you find and advance out your agendas faster than I can find and advance out my agendas? Are you willing to advance out that agenda behind a weak server in order to keep up with me and risk that I won't run it? Remember, every time you score one of those agendas you're potentially giving me the fan sites I need to power this engine.
Are there corp cards that can shut down this 'runner agenda'? Sure. I mean, that's like the corp making a run on the runner, but they're not able to steal the agenda points.
If the executive cards in the big boxes that give the runner two points if they are trashed are considered 'bad corp cards', then why should this card that can ONLY give the Runner points considered a bad runner card?
If this was a 5/2 agenda that said "This agenda counts as zero points when in the runner's score area", would there really be no one who would run that?
If worst comes to worst and you've set up your engine but your Chelas get trashed. Well bummer. You're stuck with five click turns and three fan sites in your score area. With all the cards out there, isn't there a multitude of other interesting things you could do with that setup?

Yeah, Temple of the Liberated Mind makes this marginally playable, and the Runner might convert Notoriety into 2 points, etc.
It definitely promotes the Shaper "navel-gazing" archetype, if you can avoid tags and keep the resources on the table. The fact that the Corp can dump an agenda to prevent the score and remove this from the game is the deal-breaker for me.
The most immediate use I can think of for this is to throw it into one of those power-turn Hyperdriver decks that want to make a ton of consecutive Medium digs. 'Righto, got my 5 points, don't need these last 5 clicks, Chela, work your magic'. Not a card that I find particularly appealing, but not completely unplayable. 2/5
Pretty much the right way to approach this - it is excellent for those last 2 points you need, however you can't expect to play Solorunner and win just by this. The irony is that Mr. Stirling would have been the man to benefit most from such effect, making his game all that more flexible. Still rather janky.

Actually, the best that will do is force the corp to get rid of one of its agendas so that you don't win. Unless you have one of those games where you've got to five points and the corp has none.

Oh, yeah, you're right. My interest in this card is so low it seems I didn't bother to read it properly. It's even worse than I initially thought. I revise my score to 1/5.
Parley an extra click (expensive / difficult to get in the first place) into maybe +1 agenda point? Makes very little sense. Just no. 0/5 stars.
It's obviously supposed to be used with fan site which gives you an agenda worth 0 points. So it basically allows you to upgrade fan sites into two point agendas. Still hard to do, but it's not as bad as depending on the corp to run one pointers.
Sure. So 3 copies of this, 3 copies of fan site, at least 3 copies of one of the various ways to get an extra click. Also, fan site needs to be in play before the corp scores an agenda, so getting the timing for that to work 3 times may need further support. When it does trigger it takes your entire turn plus at least one click of set up previously to get an extra click into play and another to get this card into play and another to get fan site into play. And best case scenario after all of that, assuming the corps doesn't forfeit agendas to prevent at least one, you get 6 points and still need to run to pick up a winning agenda.
Plus, this is obviously a Shaper only option as the inf cost for all these green cards would make it impractical (even more impractical that is) to even attempt out of faction.
I think I'd rather just build a rig and make runs to get my agendas, personally.
^ What I preached from the beginning - too much building around to be a primary tactic. However, a single include in a Hyperdriver decks might be reasonable - especially if you are running Artist Colony and Fan Sites as default, having one on the table might mean something - you will be digging RnD usually, and if you are sitting on 5 points after the big dig and the Corp has 6 and a Astro counter, you are suddenly back in business - either you score out or they drop back to 4 points and still has to deal with the RnD lock.
It is a feeble attempt to fix Shaper's slower game, by giving a slow solution. Nice logic.
Agreed. It's silly. The corp just dumps Domestic Sleepers or a Franchise City to bomb the plan; (or, again, just uses 15 Minutes on an Exchange of Information strategy -- the Runner works and gets nothing).
Hard to do -- easy to break: it's a rabbit hole.
