This is a decent but not amazing boost for Apex. It basically gives him a gimped version of Guise's face ability and helps a bit with sustainment.
I can see this out-of-faction, too. With Aesop's, Chop Bot 3000 or Whizzard. It only says "an installed card". Heck, even SMC counts.
