It's ok as a PSF replacement, but I don't even recall the last time I saw that used.
A mini-Ronin built into an Agenda. Neutral, no influence cost, ... maybe in PE? Score it for a total of 3 damage. Or in any Weyland deck, after having scored/mediablitzed The Cleaners. 3 meat damage is a pretty hefty tempo hit for the Runner and may even land a flatline once in a while. (or at least pop their flatline defense cards)
I am using this with my brain damage Cybernetics Division deck and I am loving it! It forces the runner to take insane risks if having low handsize limit. With conjuction of several punishing traps the runner is really soaking in sweat when making the decisions to run or not to run.
Of course meat damage prevention and wanky "I draw cards when you try to damage me" nullifies this card somewhat. But then there is the new NEXT Wave 2 to finish the job, if needed.
