Can this card's interrupt be used to cancel events and fate?

Events, yes - this cancels any action, reaction or interrupt. Fate cards, no - those are don't count as triggered abilities.

Can this be used against a Scum Player and the Action from Guri?

 

I am not sure because of the "he controles".

Does the Scum Player controls Guri before it is in play?

Yes. Players control the cards in their out-of-play areas, including their hand, command deck, objective deck, victory pile and discard pile.
