Then the opponent draws one card?  Or then I, the person who plays this card, draws one card?

Of course the person who played the card draws a card, it would say otherwise if that was the case. Also, note that you don't get to draw a card if you can't force your opponent to strike with a different unit.
+1 Boba' I would have totally played this draw a card regardless. Thematically makes sense though, which is why I'm loving this game, Flavor overload!

This is such a strange card. Often it's dead for me in this Jedi Mains world, but every once in awhile it goes off in a way that lets me dodge tactics and that makes me happy :)

This is true, against Jedi or any deck that generally only strikes with single big units each engagement, it's pretty worthless.   

 

Having said that, I played my speeder/fighter deck a few times this past weekend and it was used on me a few times and was very annoying and effective.
