Is there a way to have more than 3 objectives out at a time?
You can have more than three objectives under your control if your opponent plays a mission. However, the mission would be neutral or have one of the Dark Side affiliations rather than the Jedi affiliation, so it wouldn't give Yoda a fourth tactic. Because missions are put into play under an opponent's control, neither would the Jedi mission that comes in A Hero's Duty.
Custom Paint Job can give a mission the Jedi affiliation, but I can't imagine that set coming together with this one in a decent deck.
