That is of course assuming you could play it because of the target restriction anyway
I couldn't find the right passage in the rulebook, however I have found this in FAQ:
Which suggests that you cannot initiate an effect that does target, if you cannot complete that action successfully.
Right since it targets you cannot do it.
True enough. I just never use this card with Vader so that didn't pop to mind last night at 11:42 PM. But since the card does say target you cannot use it.

this is the thing I was trying to find out (;
but after your discussion about target-ing I delved into rulebook and found this on page 27:
TARGET: The term "target" refers to a game element (most often a card) chosen as the subject or recipient of an effect. The controller of a targeting effect chooses all targets for the effect. If there is no valid target for a targeting effect, the effect cannot be initiated.
That's what I always thought but just somehow overlooked it.
