Does an opponent need to have a card in hand for this to work?
Do not believe so, the card says if able, which means the card effect is optional if your opponent lacks a card to get rid of.
I'm inclined to think that they don't need to have a card in hand, but I'm not sure if Sacrificing to Draw cards qualifies as an independent aspect of the card's effect.
