Card seems pretty conditional. Shields have to be on and it is obviously better if the unit is attacking.
if ran in the proper deck, a shielding archtype deck, then it is very easy to get it to go off. navy has all the shields, and what does navy do? they are aggressive, so attacking is going on most turns, so finding a time to use this card isn't going to be too hard.

I think i am going to try this set out in my navy trooper/walker deck. the only weak point of the set imo, is the cap ship that requires a captive to be useful, but i do have take them prisoner in the deck, so that gives me 4 ways to capture something to get its bonus.
I'll try it too I think instead of shadows on the ice in troopers/walkers. Don't run any capture but I'll just edge or discard the ship.

Attacking and shields are a bit conditional, but as bona says it's far from unusual in navy shielding decks with forward command posts etc :)
