In general, cards only interact with cards in play unless they specifically reference an out-of-play area or respond to triggered abilities. Kallus doesn't reference an out-of-play area, so his interaction will only destroy units in play.
If there are two copies of an objective in play, Kallus could potentially trigger his reaction against units from that objective twice during the game. For example, suppose the opponent opens with two copies of May the Force Be With You. If Kallus destroys the first May the Force Be With You while the Yoda from MtFBWY is in play, he can destroy that Yoda. Wanting to buy time, the Light Side player plays both Nudjs and his second MtFBWY Yoda on his next turn. Fortunately for the Dark Side, a great edge hand lets Kallus destroy the second May the Force Be With You on the Dark Side's next turn, killing Yoda and both Nudjs.
