So I've yet to see a deck that effectively combines both Capital Ships and Officers, but I've had a lot of fun using a pure Officer deck and Kallus is a keystone of it. He's an absolute hammer and being able to take out key units with his text can't be understated.

 

The Ion Disruptor is solid and I'm partial to any 1-drop chud with bombs. Squad Leader has always been edge fodder for me and the objective is garbage. 

 

if you're looking for a different Navy deck, I'd highly recommend the Officer archetype. It's not something you can autopilot, but getting a bunch of solid Officers and Promotion onto the board is nasty. It's not Tier-1 though, one of the main problems with it is the edge count is horrendously low and I can't even win edge battles with x2 Endor Entrapment in my deck.
