Just to clarify, since the card does not specify 'while attacking' it's interrupt works on defense, correct?

I don't see why not, unless it's implied by "instead" since you don't usually resolve blast damage on defense.

Works on offense and defense.

It doesn't work on defense because if the striking unit is defending, its (blast) icon type does not resolve.

it specifies "when this unit is focused to strike", which means it can be when it is attacking or defending.

Edit: yeah I should have read the entire card again. Definitely can't be used on defense, because it states that you can assign the blast damage to a participating unit INSTEAD of the engaged objective. You don't engage objectives on defense.
I don't think it works while defending. Tje rulebook says "Blast Damage: If the striking player is attacking, he deals an amount of damage to the engaged enemy objective equal to the (blast) strength of the striking unit. If the striking unit is defending, its (blast) icon type does not resolve."

Not so simple, actually.  The trigger timing is when the unit is focused to strike, yes, but as blast damage is not resolved when defending (pg 21), there's never [blast] damage to assign to a participating unit instead of the engaged objective.  I'll double check this one with FFG, but my initial read is that the ability effectively does nothing on defense.

And I have confirmation from Erik: on defense the blast damage doesn't resolve so it can't be assigned elsewhere instead.

Bummer, there goes my godly defender.

But you can target different units with the regular unit damage and the converted blast, right?

I think so. You are not exactly converting Blast damage to unit damage here. But instead, you are moving your Blast damage to a participating unit. So they are still different types and can be dished out separately.

Good question.

Correct, the unit damage and reassigned blast damage can go to separate targets. Note that you do have to be able to target the unit that you're putting the blast damage on, so not an undamaged Executor.
