pisses me off that its imperial navy only when most of the cards are neutral
I think it's a good idea to have the units being neutral, because most TIE decks run Imperial/Sith and being neutral will make it easier to pay as a dual-affiliation deck. I'm not convinced that this is the pod that can make a TIE swarm deck competitive, however. Maybe I will experiment by putting one set into my Navy deck.
This is another example why the design team should put restrictions on actions like on this objective. Sad part is that it will limit the design space too, because every time an pilot gets designed for the DS this action has to be considered.
