When do you choose the target? After or before you know how many Force Icons the discarded card has?

Before. All targets for an effect are always chosen before resolving any part of the effect.

The language is kinda confusing on this. It really implies that you discard a card, then target a character/creature.
Should read: "Target an enemy Character or Creature unit, then discard the top card of your deck. Deal damage equal to the discarded card’s printed Force icons to target unit."
Not really arguing, but unless I was well versed in the rules/timing, I would have discarded the card, then targeted a unit.

Every other card that targets something does not put an extraneous "target x" at the beginning of the effect (most relevant examples where a "target" is particularly buried are Bamboozle and Let the Wookiee Win).  In all cases, all of the targets have to be decided before the effect starts resolving.
