i found another reason i'm not a huge fan of this card. fate cards are resolved against him, so even if he wins the edge, heat of battles still go off on him.

Though, would enemy fate cards effects fall under the enemy card effects catagory?

They are enemy card effects, but they resolve before determining the winner of the edge battle so they'll still hit him.

Well with 3 hp, it´s not something that´s probable to take him out of commision anyway, so don´t see the big problem.
Maybe you wanna attack with him when he's damaged, if you think you can win edge to protect him. Not a very unusual scenario :P

But you´d still force your opponent to divert quite an amount of his fate card and/or event damage to Col Serra, if he wants to get rid of him. Damage that could have gone to other units, whom have now been spared an untimely end.
I´d argue that, in most cases, Col Serra is a win/win scenario to get on the table.

I thought you win the edge battle first then determine fate cards.

Incorrect, that doesn't make sense. Fate cards resolve lowest to highest, then resolve edge. That's the whole point of twist of fates. No one wins, and the edge battle is restarted. And cards like supporting fire, and the prince's scheme must resolve before the edge battle is resolved as they change the results.

Yeah that's true don't know what I was thinking lol
Still not to bad of a card if your opponent doesn't have heat of battle edge cards.
