Wow, talk about staying power!
I wish he could use any Tau card as a 1-shield but the rulebook says that a shield card has to have a printed shield icon. He's still useful, but not as flexible as he would have been. I think he'll improve with time, right now there are not that many shield cards in Tau and some of them already have multiple icons. If I can block 3 damage, it is THAT big a difference to block a 4th?
I'd have to say yes. This is the kind of thing your opponent would easily forget to plan around. For instance, if I wanted to end the game by defeating a warlord I'd be sure to throw 3 more damage than their max health. Besides, it's also the proliferation of turning a lot of 1 shield cards into 2 shield cards. That reduction in damage would add up quickly, especially if you're throwing out Attachments which you can get back with Shadowsun.
Near the end of a game, you could have events in your hand that you do not need and do not apply so now those events turn into multiple shield icons.
One of the strongest subcommanders in the game, especially given Tau's attachment focus. 2- and 3- shield cards win battles, and this card boosts all your shields to that level. Just watch out for Armorbane!
Fantastic subcommander as mentioned, probably the best together with the Dark Eldar subcommander. 5/5 hands down.
